That depends on how many people apply... if they only accept 25 people, but only 15 or even 25 apply it is not competitive. If 300 apply for the 25 spots then it is competitive.

It depends on the number of applicants that they receive. Obviously, the more applicants, the more competitive 25 students is. If they only receive 50 applicants, then it's not so competitive. You can usually find out how many applications they receive and calculate a percentage. The lower the percentage, the more competitive it is.

if 25 out of 60 above then it's considered competitive.

Not if they get 26 applicants. But if they get 600, yes. You need that data too.
