Try a group called "Toastmasters".
They help shy people learn to speak to small and large groups, while staying calm and confident. It's not magic, it takes practice to be smooth in front of strangers, when ordinarily you'd be shy, but it can be done.
Besides Toastmasters, you could join activity groups that you have an interest in. Talking to others about something you already feel comfortable and knowledgeable about definitely inspires confidence.
Good luck.

Practice makes perfect. Or at least almost perfect. Start taking walks and just saying a nice hello or good morning to strangers as you pass them. And when you're feeling confident enough work your way around to asking them about their outfit, hair, dog, etc. And remember you can always change the subject of discussion if they're talking about something you're not comfortable with.
Shyness isn't something that's healed over night. It takes lots of work and effort. You have to really want to put yourself out there.

If you smile a lot, people will be more likely to come to you to start the conversation. I'm very shy and don't care to talk to people I don't know, but if I smile, someone will usually come up and start the conversation. That helps because I don't normally know what to say after hi.

be comfortable with who you are. you know you are shy... thats ok, just know that that doesn't mean you need to show it. make eye contact... smile... ask questions, rather than try to lead discussions. be quiet if nothing seems obvious to say... don't worry about it. Shyness can be unlearned with practice.

the only way to overcome it is to fake it
pretend you are president clinton
just walk into a room, start shaking hands and introducing yourself(not as president clinton as you)
and soon it will be easier
