Sounds like a politician mosquitoe to me....you might want to swat him with a copy of the National Enquirer...no seriously, what the heck are you spraying him with? Put some liquid dish soap on a towel and swat him...the soap will gum his wings so he cannot get up and fly away...hate to give this answer as I love all animals but those little critters are just plain annoying (right up there with cockroaches).
