Live Aid in 1995 had 200,000 plus at the Philadelphia and London arenas with another billion people watching world wide on tv. There have been several concerts in NYC Central Park, which have drawn 100,000 plus - Diana Ross and Simon & Garfunkel come to mind.

I'm going to guess The Beatles at Shea Stadium in 1965. If not the biggest, it was the first concert to show that huge outdoor venues were potentially huge successes.
