If you can't get employed, try volunteering to prove yourself. The company just might ask you to become an employee.

We still have the summer youth employment program as a last resort. If you can't get anything before then. Ask about it in any politicians office. You work from 8-3 and get the minimum and don't need any experience and you can always get a nice recommendation from your supvr at the end of the summer. My older 3 worked summer youth and now my younger two are working it this summer. It really helps on a resume in the fall.

look for any place that are hiring. Try the mall, the fast food places, the little cafes downtown, etc.
Or you can try the teen job fairs, I don't know if they have any in your area though. Try your school's career center.
You can also try babysitting the neighborhood kids, or raking leaves, but I bet you'd rather try working at a more professional company so you would just have to fill out applications from places that are hiring. Or ask your mom/friends/relatives if they know anyone, or any place hiring teens.

I think you might want to shoot for a mid to high class waitress's job an a restaurant that doesn't serve alcohol. Steer clear of anything seedy or crass.
