May I suggest that you specify exactly what you are asking for?
Average driving rate = what?
Any simpleton will reply that your rate of speed per hour is 60mph.
But Miles Per Hour (mph) is what I assume you are asking for.
Why not be specific? Ask for what you want. You will often get it.
And am I driving the car? Your question states "you drive a car" this is an assumption that will be false more than it will be true.
Take a logic course, it will help you.

rate = dist. / time, so that'd be 60
Think of the word "per" as "divide", so speed, measured in "miles per hour" is miles divided by time
