The package has my name and my full address, but when I opened it, I found a new camera and a receipt for the purchase. Clearly I didn't make the purchase, but the address is mine, and the purchased is billed to someone's name that I don't even know? What should I do? Call the police and give it to them or keep the package?

if I where you I would keep the package. no not what you think. I will keep it and wait a while for the post office or the person that is on the receipt to contact you or the store where it was purchased. you turn it in to the police is just going to stay there until the owner claims it. Most of the time they don't claim them and they put them up for auction. Don't use the camera just leave it in it's package and wait a decent amount of time. like 1 month or two. wait till the person gets the bill or the credit card statement.

If this is fraud and they used the person's credit card and shipped to your address they will come and ask for it. Maybe it was one of your friends that did that. when they do tell them nothing, that you haven't received anything. not even your friend if that's who did that. Try to find the phone number of the person on the billing address and get in contact with him/her that's if someone comes around claiming the package.

Mark the package "Return to Sender". If the mail man dropped it off (US Postal Service) then just leave it for him to take.

If it was delivered by UPS or other delivery service, then call them.

I'm not sure why you think that this might be a police matter?

You might want to check your credit reports through the credit agency..... Its possible someone got some information on you and is using your credit with another persons name....

That happened to me before ! They got it because I purchased something online with my bank account. 6X that whole year they kept getting into my bank account- even after I changed bank account numbers. I had to get a different bank account and never will I purchase anything online again!

After reading some of the answers I came up with the thought that you could also call the company that shipped it to you and get the particulars. You may be able to trace it that way.
