to receive a parcel in ghana do you have to pay?

i sent a parcel to my sponsor son, i insured it, and over there the post office is requiring him to pay $80 to receive it. thats more than what the contents are worth. are they cheating him or is that the normal process?

call the post office. They are charging you for duties (taxes) for the goods in the parcel.
