Well, if you mean 'where do the different groups split up', generally certain groups split up into different loads. For example, the New Democrats, or Blue Dog Democrats are a more business oriented market-capitalist faction of the Democratic party, and handle a lot of it's economic policies. And since the Grand Old wing of the Republican party is still fully functional and similiar in scope, that leaves smaller businesses, factory workers, and farmers without a lot of hope.

The dominant faction usually takes the lion's share of the work, or sometimes forces it on the other factions of the party. I hope I understood ya right, and helped answer your question.

factions are generally single issue or ideological groups within the overall party, that wish the whole party to subscribe to their view.
