They SHOULD be basic human rights AND things we should strive for.....Everybody deserves health care...why should only the rich get it??

I personally believe that there are very few (if any) basic human (aka "inalienable") rights. Instead, I hold that virtually all so called "rights" are "civil rights" granted essentially by "social contract".
As such good health and a clean environment would be seen as something to which one might (jopefully) choose to strive. Any society which fails to do so must bear the costs (or consequences) much as the Easter Islanders bore the consequences of the deforestation of their land.
However, now that we (humans) are capable of affecting the environment on a planetary scale with global warming, acid-rain, deforestation, ozone, etcetera, the consquences will be of a global scale. Unless we can enact a "global social contract" in this regard, humanity may well push itself into extinction.
Not very smart for such "intelligent creatures".

Depending on what you mean by a clean environment, that is debatable. But good health is a privilege, not a right.
We should strive for both by promoting an economy strong enough that obtaining either is affordable for all.
