is someone that does not stick to their word.....
i have done it i have promised some one i would not tell someone something and landed up telling that someone or I'll do something and i forgot to do it or just did not do it.....but i have Learned i will not promise something i know in the long run i may not keep i change the word promise with :i will see, depending what happens,I'll try not to, i will try ,i cant say..... to promise someone to not say or do or not to do something is hard when you don't know what the future holds....
