Get a new CPU. But it's not all about CPU core speed, there is a balance between RAM, Video Card, and CPU. If you have to ask your best bet is to take it somewhere.

If your computer is already 4 years old , forget it , is not worth the effort , you have to change the hole mother board to take the new CPU for higher GHz , the thing that right now the chips are doubled because the limit to miniaturize has arrived engineers have hit the atom size for electric conductivity , so the are doubling the chips to increase the GHz power , so we are forced to buy again new computer if we want more of those GHz....

Buy a new computer ;) Speed in terms of GHz comes from your processor. They're not cheap.
And if your computer is so slow its a problem, you're going to want more ram and harddrive space anyway, so your best bet is a whole new rig.

usually this refers to cpu speed, before you can do that you have to see what your motherboard can handle as far as cpu speed, you may need both to upgrade. Also like previous answers ram and video are considerations.RAM usually being more important factor.
Whats the need for the upgrade would have helped in answering.

Upgrade your processor/CPU. Like someone else said, you'd be dumb to have the latest processor, but crappy RAM, video card etc. Performance will suck if you dont take the time and money to upgrade it. Example, Core 2 Duo Processor 2.0GHz with 2GB RAM and 256mb video card is FAR superior than say Core 2 Duo Processor 2.0GHz with 512mb RAM and integrated video

I don't think you can unless you replace the mother board (CPU).

check if your motherboard can support new processors. if it can then buy a much higher processor if not then buy a new motherboard and processor.
