Is the landlord or tenant responsible for water/sewer bills in PA? Does anyone know where I can find the "law" on this? Does it depend on if the entire townhouse complex is on one water meter or if they have individual?

There isn't any "law" on it, it's whatever it states in your lease. Most likely, if there are separate meters, then it's your responsibility. If the entire building is on one meter, its usually the landlords responsibility. I do know of some landlords that split the cost equally among all the units, and charge them that amount every month.

Water and sewage is always the landlord's responsibility. Unless he or she signs on to take the responsibility they won't pass building code as well as health code from the Department of Health to prevent disease.
