I'm not 100% sure what the model name is. I think It's an '89 Honda CB400, but I could be wrong. Basically, he's been on dirtbikes since before he could walk, and took excellent care of this bike - his first street motorcycle. It's never been dropped, has been VERY well maintained, and runs beautifully. He's asking $3000 for the bike, but I'm not sure if this is too high, given that you can get a brand new Ninja 250 or used 500 for a similar price. Any advice?

blue book will say about $300, but i will say $1500 to $2000
$3000 is too high, you can get new 400cc for that much.

i have cb450t from 82, just to tell you, i got it in 2005 and was $1500

3,000 is way too high... 1500-2000 is more like it, although if it was total cherry and you manage to find a buyer who really wants a retro 400cc bike, you might get slightly more.
