Checked UrbanDictionary.com and they show cuffed as having a boyfriend or girlfriend; being short of cash or being held by the police in handcuffs. So take your pick. ]

It means bob has you tied down, bob doesnt want anyone talking to you, bob want allow you to wander to far away, and bob constantly keeps tabs on you.
