It isn't.
The first answer, all things being equal, has a better shot at being "best", but other good answers within the first few answers also have a good shot at it.
Also it depends on the forum. In science and math forums, there are facts in question, and correct and incorrect answers according to facts which can be readily checked. So whoever gives the first answer which is factually correct has a good shot at "best answer", but sometimes answers given a little further down are chosen "best" if they contain better explanations and/or sources.
In Society and Culture forums, people often ask questions that are a matter of opinion, and they choose "best answer" for the first person who agrees with their preconceived ideas.

people that vote on open questions click on the first gets the point move on to the next one
