Because rightly or wrongly too many people are still hurting too much, or are too afraid to think in your terms.
We are not, on the whole, cool rational creatures.
In the USA 100 people a day die on the roads. The casualty list of the twin towers in premature deaths *every month*. But does this traumatize or galvanize society?
Clearly not. If a couple of 747's fell out of the sky every week instead, I suspect there would be outrage, and a demand that "something should be done."
I do agree we should get threats in proportion, and one of the best ways to counter terrorism is to discount it, apart from the professionals whose job it is to deal with it.
If one is terrorised, the terrorists are winning, whether they kill people or not.
Blow that. I can't be bothered. I've done my time with bombs. (Heard four, and felt one.) I refuse to promote terrorism up my worry list.
Sorry, Al Qaeda. In 2005, despite the 7/7 attacks, more people were killed in the UK by stairs and stepladders. And they don't frighten me.

9/11 was a tragedy that not only killed people, but completely changed our lives as Americans and put our freedom in complete jeopardy. You may not have known anyone who died as result of the attacks, but everyone was affected by them because the attacks were an attack on the entire country, not just a few buildings.
