Water them liberally. Just when you think you are about to drown them, water them some more. They will literally grow in water. They do need decent light to flower, however I have seen them flower under artificial light at the malls, so the demand can't be that great.

i use to have a peace lily the only way i could keep it alive and fruitful was to keep the potted plant in a bucket of water at all times.. maybe it would work for you

They are not getting the right amount of light. You'll need check how much light they need to grow buds and how much they need to bloom.
