Even after a century it is tough to judge this Administration, which did so many things right. In retrospect, its greatest defect was its heavy-handed foreign policy, premised in practice if not in law on the "right" of the United States to rule the Americas, including such actions as the surgical removal of Panama from Colombia when the latter would not allow a US-run canal zone, and many military interventions in Central America and the Caribbean. Domestically, it dramatically increased the power of the presidency, something that still resounds today.
