It's called Ruching, means bunching. it's sewn into the fabric on the sides where it is gathered and stiched.

I'm pretty sure it's just kind of pinched together and then sewn on the sides. You could do a very large lenth stitch and gather it but the wrinkles will likely be more even. I'd gather it by hand, pin then stitch.

tie it in a knot wash in the washing machine &take out the knot & let air dry.(don't machine dry cause it will get the wrinkles out)
