Symantec does an install program that will completely uninstall Norton Antivirus. Check it out at the site below.
Actually, Norton tends to be a bit of a memory hog. This may be why your computer has slowed down so much. I'd still scan it though for viruses and malware. (AVG is a pretty good anti-virus program, and it's free. They also do an anti-spyware program, but you can only use it for 30 days before having to purchase it. Take a look at the second site for the link.)

You have already tried System Restore and removal of Norton which didnt work.
Next thing is to get out the first two System Restore discs that came with the computer, and do a SystemRestore using those. That will remove the Norton, and restore the computer to its as shipped software state.
Youl now have in there an old outdate McAffee which you can easily remove on ADD DELETE programs.

Norton is always running, and if you don't have a machine fast enough to accommodate Norton, and whatever else your doing, everything will run slow.
*you could get a faster computer if you want to use Norton
or
*you could get a different antivirus program, Ive found AVG works pretty good, and doesn't slow your computer down as much as Norton.

Uninstall Norton in safe mode...
As the computer is booting press your "F8 Key" repeatly which should bring up the "Windows Advanced Options Menu" . Use your arrow keys to move to "Safe Mode" and press your Enter key.

take norton off by going to majorgeeks.com there is a norton removal tool to download it works because i have used it. then get what major geeks recommend for your computer ie security system avg free and away you go

best to use the one you already had from your provider, it seems like norton is conflicting with it, i would uninstall norton personly, but its only my opinion. go to add/remove progs to uninstall it, and then get the norton removal tool from online its free, cos norton leaves behind laods files, but do try rebooting aswell, as has already been mentioned.
