FYI, what you did was totally illegal, and if you'd gotten caught by a cop, you wouldn't be able to get your license until you're 18!
To answer your question, you can't get your license because in a lot of cases, people who are 13 can't always reach the pedals. Also, maturity matters a lot. You drove down a street a little bit, but, what would you do if a car swerved over into your half of the street, and didn't appear to stop? Or, if some kid ran out in front of your car?
I think a lot of people think that the extra three years between you and 16 give a bit more life experience and will know what to do in stressful situations.
Just be glad you live in the States, in most European countries you have to be 18!

At 13, you do not have the maturity to handle something as big and dangerous as a car. Sure, it was fun once, but could you do it on a busy highway at 70+ mph, with angry drivers cutting you off, possibly dangerous road conditions, animals darting out in front of you, etc.? What about when you're with your friends and you get the urge to show off? You broke the law driving your dad's car (does he know about it??), so why would anyone trust you to obey the rules of the road? It's bad enough that many adults seem to ignore them.

You need to be old enough and responsible enough to operate a motor vehicle that could kill someone if you ran over them, and at the very least costs thousands of dollars.
My son is 14 and in drivers ed. He can get his license at 15, after driving supervised with an adult in the car for 4 months. This is young enough, really.

anyone should have basic driving skills once you can look at the road and reach the pedals at the same time :)
but going around the block is NOTHING like driving. it's completely different when there are other cars involved and you don't know your surroundings. right of way (to avoid getting hit), laws (things to avoid doing so you don't go to jail) and lots and lots of other things..
leave it alone for 2 years then ask your parents. i know it sounds like alot, but i'm sure if a police officer saw you he'd arrest you and then you'd be in a world of trouble and it might take even longer to get your license.

I have never "droven" before either. But you should probably spend a lot more time behind a book rather than behind the wheel. You'll be stuck in traffic soon enough. Patience.

if you live in CA you will have to wach a movie called. Red Asphalt. try not to puke please
also because of the amount of rules you need to learn to become a better driver. also i recommend that you never EVER try to drive ur dads car down the street alone. the car could be taken away for 6 months.

Because the majority of people are really immature, even at 16 years old....So, they give you a few extra years to grow up a little..And, also..driving doesn't come as natural to all people as it did to you..and it's alot different when you're out on the highway with tons of cars around you, too..

well i just got my license a few months ago. driving is a lot scarier than you think. especially the highway. neighborhood stuff is easy. its definitely where you should start, but i wouldn't get ahead of yourself. the world is a lot bigger and scarier than down the block. people do unexpected things and can scare the crap out of you on the roads. don't be too eager, you might do something you regret.
and don't worry, 16 will come soon enough =]

Hope your dad knows! Can't have a license earlier because of the laws. Good going, keep on practicing, and you'll be old enough to drive before long.

The thought of sharing the road with a bunch of 13 year olds is scary. A person is not mentally mature enough to drive at your age. Sorry.
