lets say you have a police report from a year ago, you have not committed any crimes or benn in any trouble since then, can they arrest you or charge you now?

Yeah, in most states misdemeanors have to be acted upon in one year from the time the suspect is known. You could commit the crime and the police not find out for a long time and that is when the clock would run on that. Statute of limitations is more a Federal concept that locally. Many, many states have not statute of limitations on felonies.

They must have a warrant signed by a judge to arrest you. They might take the police report and any other evidence they had to the judge; but he would have to okay the arrest.
