The 13th. amendment is very short and easily understood, see below;

to the U.S. Constitution

Section 1. Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction.
Section 2. Congress shall have power to enforce this article by appropriate legislation.

I think the states could make a little money by selling off prisoners instead of feeding and housing them. According to Bush, the Saudis are nice people, let's sell our prisoners to them, including the so-called "white-collar" criminals.
