The Shenandoah Valley indeed, though only after General Early's offensive in the summer of 1864 had imperilled Washington itself, stripped of its defensive troops to supply Grant with more cannon fodder. Lew Wallace (later of Ben Hur fame), using a single regular division and a bunch of federal clerks, held him up long enough on the Monocacy for the rest of the 6th Corps to be sent up from Petersburg, but the scare was enough to make Lincoln and Stanton decide to eliminate that channel of invasion once and for all. A great many innocents suffered, but I reckon that is the case in all wars.
