nope. well.. the same nope that applies to everything else. the store bought tv/monitor doesn't the capability to do anything at all like that. i mean unless it's a mac with those nifty cameras on the top rim ;) but someone could put a camera in a tv.. though it wouldn't be practical.. easier just to put it in a figurine, or in the vents, or in a speaker... and since we are getting paranoid.. another fun way way would be to switch out a regular thick living room mirror with a one way mirror and a camera to record everything..

although for years now the big brother theory has had many wondering who is watching us... it is highly plausible and i can tell you that i have seen equipment that has that capabilities... no the average tv or video monitor will not be able to spy on you... unless the feds have a hard on for you if that is the case... best of luck...
