Everyone losses from inflation. From a monetarism point of view inflation is a monetary phenomenon, which means inflation is caused by a monetary expansion, a wall to tax people, but is so inefficient that the government losses relative to a normal tax, consumers always lose.

Wins: Rich because they can buy stuff real cheap as the price goes down because of inflation.
