You didn't specify if you want full blue wizard for free to play, or full mystic for pay to play.
Full blue is easy, fight the Wizards at the Wizard tower south of Draynor Village, they drop tops and hats, the matching robe bottom can be purchased at the clothes shop (thesalias) in varrock (blue skirt) for only a few gp.
Full blue mystic for members is purchased in Yanille in the Magic Guild, or from another player. Full mystic goes for roughly 200k, so be prepared for the price. I've been playing for a while, so I can usually answer lots of item related questions.

The Wizard Tower....... go west from lumbridge to a dock which will lead you to the wizards tower

You either buy it or kill mages at the wiz tower (wizard tower) near Draynor, and get it when they die.
