Well, this depends on which direction do you shoot the bullet. If you shoot it vertically upwards, then of course the penny will win. If you shoot it horizontally, the penny will win slightly because of air resistance. If shooting downwards, then the bullet will obviously win.

Yes, it can, at least in theory. A bullet with high veloctiy can reach the ground at the same time a penny is dropped, if (1) both were launched at the same levels and (2) the bullet was fired only horizontally. You see, in the absence of air resistance, both objects move at the same way vertically, although differently horizontally.
But if we include air resistance, the bullet would definitely reach the ground later than the penny, if the 2 conditions earlier are still followed. Air resistance varies directly with speed, thus, the faster an object is, the greater is the air resistance affecting it.

However. In reality, the ground will not be even, The Earth is round, so if the bullet is fired fast enough, it will have farther to fall.
