I live in public housing. The people in the apartment above me does what it sounds like moving furniture and it sounds like bowling balls hitting the ceiling. A lot of the time it's between the hours of 12-3 o' clock A.M. in the morning. I asked them maturely if they could please stop and be a little quieter. They proceeded until like 1:00 a.m. I called the police plenty of times, but they still proceeded. Now it's been three months and it's still happening. They made up some stuff about me trying to hit their kids and threatening them, I don't know how I would have the heart since I have four little siblings and I have no criminal history or record. The manager said she had gotten three letters from the people who live in the two apartments above me saying this...and to tell you the truth I don't know these people. I never went in the behind apartments. The manager said I have one more chance or I'm evicted, why are they doing this to me? What are my rights as to being a tenant?

What more do you want. We're paying for your "public housing." Quit complaining. Beggars can't be choosers.

Apparently, your neighbors have complained first to management. If you can gather evidence. Record the sounds and complain in writing to management and document your complaints. Gather witnesses as well. If they are saying you harassed their children, have someone with you at the times you are supposedly doing this who can verify that you are not doing it

I see, good reason not to live in public housing. If it was up to me
it would not exist.
