I do not live in DC; i live in Washington. (The one no one knows about, lol. Spokane, to be exact.)
I'd say you need to look around DC and try to find some individual, small-time wrestling companies to start off with. If they hire people with no training, that is.
The other way...if you can afford it...move to Atlanta, Georgia. They have the WWA4, which I've heard is a good wrestling school. It costs a pretty decent amount of money based on what it has to offer. Check out their website. =)
Just remember, WWE isnt your only option--the chances of making it there are pretty small, but still, there's a chance. TNA is there too, and it's a great show!
Good luck. I want to be a wrestler when I turn 18, but I have no idea how I'm gonna get my a** to Atlanta, haha. Have fun, and uh...dont pull a Great Khali on us and kill someone...lol

Here's a list of schools, not sure which one would be closest to you. Axl Rotten has a school in Maryland, but that's probably a hardcore school, where they beat you with barbed wire, so going there might not be a good idea.
As for the people saying that you have to go to Atlanta, that's nonsense. It seems like the PA/NJ region have the most good schools.

go to a good wrestling school. Wrestling Academy in Calgary, Alberta is run by Lance Storm, one of the best in ring techs of all time. The Funking Conservatory with Dory Funk Jr is a good one, he trained Kurt Angle, Matt & Jeff Hardy, Lita, Mickie James, Chris Hero, Christopher Daniels and many others. I believe its in Florida. All Pro Wrestling Boot Camp based out of Hayward, California with teacher Roland Alexander who has taught Crash Holly, Vic Grimes, Michael Modest, Donovan Morgan, The Great Khali, Spike Dudley and Brent Albright (Gunner Scott). Harley Race Wrestling Academy taught by the great Harley Race out of Kansas City, he trained Trevor Murdoch. Killer Kowalski Institute of Professional Wrestling with Killer Kowalski out of Massachusetts, he trained Perry Saturn, John Kronus, Triple H, Chyna, Big John Studd, Chris Nowinski, A-Train, April Hunter, Frankie Kazarian and Kenny Dykstra. Ohio Valley Wrestling Training School out of Louisville, Kentucky is a breeding ground of the WWE. Past stars include Shelton Benjamin, Carlito, John Cena, Rob Conway, Charlie Haas, Mickie James, Chris Masters, Melina, Johnny Nitro, Randy Orton, Snitsky, Batista, The Boogeyman, Ken Kennedy, Joey Mercury, Elijah Burke, Bobby Lashley, CM Punk and Kevin Thorn. And finally, Texas Wrestling Academy, Former Head Trainer of the now defunct Shawn Michaels Wrestling Academy, Rudy Boy Gonzalez, took over the reins, made a name change, and everything else has stayed the same. Former students include "American Dragon" Bryan Danielson, Lance Cade, Brian Kendrick and Paul London. This school is highly regarded by many in the wrestling industry
