for responder 1 - yes you can negotiate with a non-exclusive rights franchise player. If you sign him, it will cost you 2 # 1 picks

for responder 2 - Just exactly who? Roosevelt Colvin? Who else? talk about a MAJOR EXAGGERATION

for responder 3 - Joey Porter is nothing more than a loud mouth. Briggs is a tackling machine. I would take Briggs over Porter every single Sunday.

For the asker - I dont think anyone is going to give up 2 1st round picks for Briggs, that is a steep price, especially when Adalius Thomas is available for no compenstation.

Lance Briggs has the franchise label, meaning that his one-year contract will equal the average of the top 5 salaried players in his position (currently around 7.2 million dollars).

The franchise tag practically locks that player in for his given team for one more season to work out a better contract. Lance Briggs was too valuable for the Bears to lose since there are no current LBs in free agency or in the upcoming draft that would be available AND bring the level of performance that Briggs has delivered in recent seasons.

If he were to go, look for teams like San Diego or New England to scramble quickly to pick him up. In fact, a major part of New England's success has been from Chicago Bears defensive players becoming free agents at one point or another. Houston or Jacksonville would also look to try and add him to their roster to improve their chances to win their division (which Indianapolis currently owns at this time).

However, look for Chicago to try and make him a Bear for life after next season.

You can't match a franchise player. It is a one year deal, average of top 5 salaries at that position.
I think you are thinking of a restricted free agent.
