I live in New England. If I look in the sky and see a quarter moon do people in Europe see a different moon? Is the moon cycle for my area on the map directly related to my location?

It's the same for anyone who can actually see the moon at that given time. Given that the moon is 200,000 miles away and the earth is only 8,000 miles in diameter, that's not enough to change the view of the moon from any given spot on earth.

Assume the Moon will reach first quarter at 9:03PM EST, when it is over Ecuador. It will be at first quarter at 8:03 CST, 7:03 MST and 6:03 PST. It will also be first quarter at 1:03 AM London Time. These are all the same moment, even though it's a different hour in each of these areas. The folks in India wouldn't be able to see that exact first quarter, only a little before or a little after. It's first quarter everywhere at the same time, even on the wrong side of the Earth.

The phase of the moon is the same for everyone on the Earth at any given instant (for the most part). There might be very (and I mean miniscule) differences due to parallax. A person looking at a rising moon on one side of the world would see it from a slightly different angle than someone on the other side looking at it setting, but the difference would not be noticeable to the unaided eye.

The moon may be at a different RA or DEC in the sky but you will all see the different phases.
