It says not to upload copyrighted music, isn't all music copyrighted? I want to know if I BUY the CD with my own money and upload it WILL I BE SUED?

if you upload it and share it with people, it is illegal. If you are uploading it for your own use on your personal MP3 player, that is ok.

Not all music and recordings are in copyright. Just like fine wine, they eventually mature and so become public domain. The specific laws concerning the actual term of protection of copyrighted works can be complicated, but the net result is ALL works eventually pass into public domain.

As a rule of thumb, you can be sure that anything on CD has a copyright for the recording. That's the purpose of the circle p emblem you often see. The RIAA is aggressive in protecting those recording rights, they will sue individual infringers.

Paying for the CD gives you peace of mind that RIAA will not confiscate your favorite music as illegal contriband. But to put files on the public internet where it can be "shared" is not covered in your purchase price.

Yes, you are breaching copyright, you might be sued. When you buy the CD, you buy the plastic disc and a licence to use the material on the CD for personal use. You do not buy the rights to retransmit the music/film/whatever.
