There are many kinds of bullying. Your best bet would be to write about a famous bullying cases where someone died as a result of the bullying like the Reena Virk case. Wikipedia has a great section on bullying. It's in englsh but if your doing it in Korean I figure you could translate it. The Wiki article covers all kinds f bullying with links to individual sub-genres for more info.

start the speech out with a situation. Get the readers to really understand what a bully is first. So start with an easy to understand short story about a kid being bullyed out of playing basketball at recess. Since this is something any reader can understand and is an attention getter, thats the best way to start off the essay.

-good luck

honestly, get the classes attention. set it up before hand and walk up to a kid in the class (that you've already talked to) and knock his sh*t off his desk. then when he gets pissed, get into an "altercation" and take his stuff. don't curse, don't be overly violent, don't hurt anyone, but give the illusion that you're bullying someone. give your teacher some warning too. at least tell them aside from the class that what you're gonna do is shocking but completely controlled and you have consent from the other student. i started a speech on file sharing by listening to a tape i recorded off the internet, then slamming the whole tape deck with a hammer. i also "burned" a CD in the middle of my presentation by actually lighting it on fire. they were points of emphasis and got the class involved. try it. i got an H which is an A++ on mine.

Well start by saying, 'the issue we're here to deal with is bullying'. Then give some stats and a personal story.

A good introduction is describing the problems of bullying. If there have been cases you may want to demonstrate not only the mental problems , but political problems ( with lawsuits ). and just go from there.

Just start with a personal experience. Talk about your feelings towards bullying.

"Bullying is the number one factor in teenage suicide, and teenage suicide is on the rise."

You could report this, then lead into a speech about how bullying is a much bigger problem than people realize.

Well, just say that "bullying is bad. How would you like to be bullied?!" in Korean.

maybe you should try to talk about the the deaths of children who are being bulled by the people around them or maybe start off the point of how most people are forced to move or change schools because of it!
