if, by formulated milk, you mean baby formula, you can introduce it whenever you are ready to stop nursing. Some mothers never give their babies formula and wean them to cow's milk at 1 year. There is no nutritional reason to give baby formula. You give it when baby is done nursing or when you would prefer to nurse less often. My nine month old takes a bottle of formula every day and nurses several times during the day.
Babies should not take cow's milk (like you would drink) until they are one year because it does not have enough iron. Breast milk is naturally high in iron and baby formula has iron added to meet the needs of the baby.

Drs say 1 yr for whole milk/ 2%.

My answer is never. Breastmilk is best and 99.9% of the time there's no need for formula.
