Everybody on here is so dumb. If this was a pregnancy question, it should be posted under that category. If you are talking about cervical position in relative to trying to conceive, then the answer is kinda graphic, so my apologies.
To find cervical position, you would need to squat down and put your index or middle finger inside of the vagina, normally starting on day 6 of your cycle. You should be able to touch it barely. Normally, when you ovulate, it gets higher and harder to touch, and after you have ovulated it normally brings it much lower (which is why sometimes sex can hurt) By examining cervical position, its a good indicator of when you are fertile. When they say that their cervix is hard/soft, that also can be felt. The difference is at ovulation, when the cervix gets very soft and squishy, vs at any other time its hard. If you try this out for one cycle, and write down on a calendar if it was high/med/low and soft/firm, everyday, you'll see a pattern. The cervix moves up and down within the vagina during the menstrual cycle. It moves high, in the vagina, becomes softer and opens up near ovulation, and moves further down, becomes closed and more firm close to menstruation. Combined with examining cervical mucous, and using basal body temperature, it can help some women know when they're ovulating or near ovulation. You can check the position of your cervix by washing your hands, and inserting a finger into the vagina until you feel the cervix. When it's firm, near menstruation, many people describe it as feeling kind of like the tip of your nose, and when it's soft, it's often described as feeling like your lips. Some people prefer to squat when they check the position, others prefer to stand with a foot on the edge of the toilet or tub, and still others prefer to lay down when they check. You can also have your partner check for you-I find that my husband can get a better angle and a more accurate idea of the position and texture.

Usually when you are pregnant your doctor will check your cervix and tell you what your cervix is like at your check ups toward the end of your pregnancy.

That refers to how "ready" her cervix is, and how close she is to it dialating and letting the baby out. The cervix has to be soft and open in order for delivery to happen.
