you can download a free program called msgtag that sends you a message when your email has been read you can download it from http://www.msgtag.com/home/

Yes you can ask for a read receipt although they can request it not been sent, but you could also ask for a delivery receipt that way you would at least know it went to the e-mail address to which you sent it. These options may not always be available it will depend on which e-mail account you use!

You can set your emails up so that the recipient has to send a receipt when they open it. Trouble is they can opt not to do this.
