Its a IRS requirement for an employer to complete a 1099 on all employees by Jan. 31.

David,

Both of the other answers given to you are wrong. First you are receiving a 1099 becuase you are NOT an employee, but someone who is not incorporated and works as a "contractor."

Second, a company is required by law to 1099 you if they have paid you more than $600 during the year, whether or not you have signed a form or given permission.

Yes, they can. All contractors have to turn them in. Just keep track of the work and the amount of funds paid to you by this contractor.
