I would surmise the massaging action of applying any cream would likely stimulate your circulation. No benefit from something expensive.

Sounds like hype to me.

Micro is just a word that cosmoceutical companies like to add to other words. I used to have a cleanser with microbeads - it probably helped the microcirculation as well... One way to really test what a cream is doing is by only using it on half of your face. Do this for a couple weeks and then see if it does anything. If not, just go back to cetaphil.
