Install a firewall program if u dont have a secured network setup already. Here are a list of some of best-known firewall programs out there:

1) Make sure you secure your computer properly and keep it up to date

2) Buy a hardware firewall or router to keep intruders out

3) Make sure you update your antivirus software regularly

4) Use strong passwords and change them often.

There's no way because the attacker hides behind proxies
and hijacked Computers that don't belong to him or her.
Tracing IP address with 'who is' is a waste of time because the real owner of the Computer is clueless and has no idea what's going on.

You could use a firewall like Zonealarm Firewall or Comodo firewall. They are both free and really good.
