I would use a concealer around her eyes to bring them out and open them up. Use a good moisturizer, then her foundation that matches her skin tone and blend well. Then use a golden brown eyeshadow and blend well. Highlight on the top of her eyelid with a lighter shade of gold/beige. Fill in her eyebrows with an eyebrow pencil the same shade as her brows and blend and soften with a Q-tip. Then use brown/black soft eyeliner pencil or liquid eyeliner and then black mascara using the mascara top and bottom lashes. Don't put too much eyeliner on bottom lid because it tends to make a person look like a raccoon. Line the bottom lid, but smudge a bid to soften the look. This will make her eyes open up and pop. Then a peachy pink soft looking blush and then a coral/peachy lipstick and line her lips with a lipliner and then put on lipgloss. She will look fresh and natural looking and georgeous like you said. First, completely skip eyeliner. It will make her eyes look even smaller and deeper set. Be sure to even out her skin tone as needed, and take it easy on foundation if she has fine lines or wrinkles. Use a vanilla or taupe shadow (try to avoid creams) on her entire lid, then lightly apply a gold shade from the lash line to the crease with a hint of shimmer. Do not over do it. Apply two or three coat of mascera. Use a coral color for her cheeks and think red lips. Looks amazing when the rest of the makeup is kept clean and simple.

I sell Mary Kay and I would do golden or copper brown with deep purple on her eye. If she has small eyes you want to take the brown color above the crease to the brow line and the deep color right above the crease stay outward don't go in to close to her eyes and if any color on her eye it should be a very light shade like a highlighter. assuming your mother is older....you dont want to overdue it and you also dont want anything too glittery.
for the eyes i would suggest a nice deep brown and gold...these colors will make her eyes standout spectacularly. also thin eyeliner on top, frayed out just a bit at the end of her eye. liner on the bottom also, but not too harsh and start at the outside of the eye and stop in the middle, dont go all the way under the entire eye. line right on the lash line, not on the inside water part of the eye. this will make her eyes seem larger. i emphasize on not making it too harsh....and a dark brown would be good for the bottom liner but black for the top.
a nice sweep of light bronzer over the entire face...w/a tad extra on the cheekbones and a nice red gloss will do the job

OH this is easy. use pinks and bagies for the eyes, use brown eyeliner, foundation that matches her skin. brush the face afterward(gives it a natural shimmer)...and use a lipliner that matched the skin..use a pink lipstick. then apply some lipgloss in the middle of lips.

Use brown & taupes with a little splash of plum or copper. This will make her eyes stand out. A pretty brownish pink on the lips & cheeks will be pretty and feminine.
