what is the proper way to put a filter for central air unit.... with the airflow arrow up or down?

and also how do i clean the coils of the unit from under the filter .

Arrow pointing away from the vent cover.

Sounds like you have an air handler. If that's the case, depending on if the air is flowing up or down which is called an upflow or downflow piece of equipment. The arrow would go towards the blower motor.
To clean the coil: shut the main power off and take the panels off. Use a dry brush and stroke in line with the fins. Spray 409 and hose it down with water. Make sure unit is dry before you turn the power back on so you don't short anything out. You would normally be charged $275.00 for that.

Arrow Points points in same direction as air flow.You Can Buy Coil Cleaner That Sprays on and leave it on moisture from coil will wash it off.

If the filter is in the return air duct, as most of them are, the arrow should point into the duct. That is the direction of air flow.

the filter arrow should be pointing in the direction that th air is blowing

Arrow goes up...........and they make some coil cleaner just for that you spray it on it foams rinse it off and wet-dry vac it up
