One thing is to talk about Visual Basic and quite another to talk about the Basic language. Visual Basic isn't just a language, it's an entire application which extends and simplifies some aspects of Basic language.
Basic is probably the best language to start with when learning how to make applications, because it's very easy to use and handle It doesn't have the same abilities as C++, but with it you can do just about anything which isn't related to OOP (Object Oriented Programming), low-level programming, dynamic allocation, code optimising and so on.

If you value the ease of getting onboard for using it VB 6 is better.

If you value the capability of it C++ is better. The most VB 6 can reasonably do is database access; while C/C++ can venture into games, drivers, utilities, even core OS.

It depends on the application. VB is restrictive in what it can do, while C++ provides a much more flexible and portable platform on which to develop.

Likewise VB is simplistic in it's approaches, and C++ can be
complex.

It really depends on what you are trying to accomplish, what
existing code you want to leverage, and how portable you want
you application to be....

VB is hacked UNIX/C with a hint of Java.
It is unstable
Ruby is a good language, all them people at Redmond are gonna try and Copyright it next, Matzz is gonna be RICH! Well he is rich, as are all the other hacks and geeks that play with puters and have FUN! Bill is a good hack, good guy, he and his buddy, Steve took UNIX/DOS and made a Ham Radio for the 21st Century.

It depends on what you are trying to accomplish. Each programming language has it's pros and cons.
