Hmmm.... You can cosplay as Rukia, since you're not THAT tall and have a slim body... You can get a wig or something for your hair. And besides, Rukia is awesome and isn't that hard to make a costume for.

might I recommed Battle Angel Alita. Her hair may be a bit more brown but I would love to see someone go as her. I work Security at one of the largest anima cons which is in Dallas in June

You should definitely go as Rosette Christopher from Chrono Crusade. Her hair is REALLY blonde, but that's okay, you'll look cute and it's a bit more unique then being Naruto. Plus, the costume is not too difficult. Just my two cents. :)

Hmmmm...you're not a dude so you cant be Naruto unless you want to. I would say that you could be either Sakura or Ino from Naruto or Fey from Cowboy Bebop. That would be hot.
