The City Garden Suites are probably your best bet for quality serviced apartments at decent rates (US$40 a night at their official website, best rates online, you can search for it). Clean, very comfortable, and close to the shopping, commercial, and tourist areas of the city. Other serviced apartments in the Manila (Ermita area) with good buzz and official websites on which you can get further information, include the Garden Plaza Suites (US$37/night) and the Lotus Garden Suites (US$49/night).
You're not asking about hotels, but when I got married, I booked my foreign guests at Hotel Kimberly, and also recommend this hotel (US$44/night) if your stay in Ermita isn't too long. It's a five-minute walk from Robinson's Ermita, the major mall in the Ermita area, and readily accessible to the Light Rail Transit.

Try the Asian Mansion Hotel in Makati. Its an Aparthotel. Cheap ~$50 USD Good location near the "Green belt" bar district and numerous restaurants.
