Well, the white spots indicate ick and the eye sounds like a bacteria infection. You can treat the ick by increasing the temperature to 88-90F, adding 2 tablespoons of salt per 5 gallons and treating with something containing Malachite Green (like Quick Cure). The eye problem will need to be treated with an antibiotic. Furanace or Marycn would be the best choices for this.

Sounds like ick, as has been said. Try adding one tablespoon of table salt to the water for every 10 gallons. Do this for two days, change 30% of the water, then do the salt for a week and change 30% of the water again. This should help without adding medicine. The salt, in this dose, is harmless to the fish while medicine, if the diagnosis is wrong, could mess things up.
If things don't improve, fill a freezer bag with tank water, add the fish, and bring it to a local (trusted) fish dealer. Be sure to bring the tank water so it can be tested.

The white spots on your fish definitely sound like ICK. A good water treatment of Rid-Ick should do it. The eye bubble could be "Popeye". Check out these two sites..especially wetwebmedia. They have really helped me the past with both my f/w and s/w tanks.

Ick... deffinately ick. no frekin duh he has ick! if u hav him w/any other fish separate him imeadiately and buy sum ick formula at a pet shop or walmart. the eye thing thou seems pretty weird his time may be near...sorry.
