No:

you do not need voice activation voice dialling for a bluetooth device to work.

however if you intend on using your phone in a car whilst driving, then unless you have voice activated dialling 'ALL' your headset will legally allow you to do is to answer calls, not make them.

If you pull over and stop to initiate a call then thats fine... but to comply with the law you should not use a phone if you have to activate it using buttons whilst driving.

No you do not requie a voice activation in your mobile phone for a bluettoth headset to work.

No i just bought one the other day, you just register it to you phone instructions are included when you buy the headset, I got mine off eBay, much cheaper, the company was Stella-comm
