Whats Up with that? i'm running windows xp. dont know the service pack. any help would be amazing

Reinstall Xp, you must use the original disk that came with your computer to do that

Hmmm. Are you a computer Administrator? If not, you might not be able to see this.
I've seen problems like this when you registry is corrupted... Not much you can do but reinstall... I hope that's not your problem.
Note that some programs to NOT install an uninstall icon in the Add/Remove programs. This depends on each application. So, if you only see SOME applications, this might be the case. Read the user guide to see how to uninstall it (if possible...).
