The covalent bonds will be b, c and e.

Compounds b and d will definitely have cis-trans isomers, and e will as long as you mean 1,2-dichloroprop-1-ene.

The valence "ring" or maximum outer ring is what bonds contained in the bonding of atoms. ONE significant rule is that the outer ring must have 8 electrons to be bonded.
